Tom Tapper Joins ATS&R as Senior Educational Planner

ATS&R has announced that Tom Tapper has joined the firm as senior educational planner. Tapper will work with school districts and administrators to assess educational programming and provide assistance in aligning facilities with their programs and services. With more than 40 years of experience, he has served as a facilitator to school organizations, non-profits and for-profit companies in the development of strategic and facility plans. Tapper also has given presentations to large audiences on a variety of topics related to quality school programs, innovation and strategic planning. He has helped to lead school change in areas such as technology and school structure and is a leader in gifted and talented programming and alternative education.

Tapper received an Ed.D. in Educational Leadership and an M.A. in Educational Administration from the University of Minnesota–Minneapolis, and did his undergraduate work at Mankato State University.

He most recently served as the superintendent of schools for Owatonna Public Schools. Prior to that, Tapper served as the superintendent of schools for the Marshall Public Schools and assistant superintendent and director of human resources and finance at Northeast Metro Intermediate School District 916. In addition, he has served as a secondary school principal and classroom teacher. Tapper is a Certified Strategic Planner and a Senior Examiner for the Baldrige National Quality Award Program.
